I am wanting to start using the e cigarette and need to know which brand puts out enough vapor for a heavy smoker, is rechargeable, doesn’t have a cord hanging down from it, has inexpensive refills, ect.

If you don’t mind doing a little work, you can even order empty cartridges and bottles of liquid and fill them yourself; this is by far the cheapest way to refill, and you can drain and refill your cartridge every day if you want.
The quality of the liquid (sometimes called "e-juice" or "e-liquid") varies greatly, so you might need to do some trial and error to find one that you like. But there are extra-high-strength juices appearing out there now, so if you want maximum nicotine this might be the way to go.
My girl uses the pre-filled replacement cartridges and says they’re better…no muss, no fuss, good vapor…just swap out the empty one and keep puffing.

Look, if you just want to substitute conventional cigarettes with electronic ones because the last don’t contain tar, it’s ok. But if you consider e-cigarettes to be a healthy alternative to the standard smoking, I am not sure this is a good choice.
Do you know that FDA and WHO (World Health Organization) don’t accept e-cigarettes as safe and effective smoking cessation aid. Just read the article about prof and cons of e-cigarettes.
